At the request of the State Chancellery the DD StratLab team has produced a report with proposals about the Estonian Sustainable Development Goals system. Based on interviews with different sides of the system (ministries, nonprofits etc) and an overview of the systems of 15 other countries, the report proposes to overhaul the system in a conservative way.
The main proposal suggests to give new interconnected functions to existing institutions, to achieve systemic improvement. The main reason for the need for changes comes from the Estonian government having evolved over time into a more open government, involving experts, nonprofits and other parties directly. This has meant less reliance on old committee and council formats, prompting the need for reform.
